Insight into Air Cargo Security at DSV at Basel Airport
We had the opportunity to gain an exciting insight into air cargo security at EuroAirport Basel-Mulhouse-Freiburg. On site, it was demonstrated how goods are inspected and secured using detection dogs and how the entire process is organized – from cargo acceptance and security screening through to loading. It was particularly impressive to see how efficiently and systematically the individual steps are coordinated to ensure the highest security standards in air freight.
On this occasion, we would also like to inform you about current regulatory developments from the French Civil Aviation Authority (DGAC). These relate to the introduction of a new European regulation on the control and inspection of goods exported by air in hermetically sealed containers, which was adopted at the end of November 2025. A transitional period applies until 31 December 2027, with mandatory application starting on 1 January 2028.
Key changes at a glance:
- Removal of the 25-litre threshold: All drums may in future be X-rayed, provided the contents are not opaque to X-rays. Previously, the DGAC intended to enforce that containers with a capacity greater than 25 litres could only be shipped from 01.01.2026 by Known Consignors or via a Regulated Agent acting as a 3PL. However, this upper limit has been removed by the European Union. Nevertheless, X-ray opaque goods that trigger a “black alarm” will continue to require a special type of security screening at the airport.
- No minimum volume at EU level: The regulation no longer sets a minimum volume threshold. France will temporarily continue to apply the 5-litre threshold and is advocating at EU level for the introduction of a minimum volume.
- Extended definition of “hermetically sealed container”: In future, this will also include sealed bags, carton packaging and other formats. During the transitional period, France will continue to limit the scope mainly to traditional containers such as drums, jerricans or pails.
- Continued use of detection dogs at airports: This method will remain standard during the transitional phase. Looking ahead, the regulation additionally allows the use of dogs after the container has been opened.
- Automatic extension of existing authorisations: Authorisations already granted remain valid; no reapplication is required.
